If a motor that works only on 380 volts is connected to a suitable inverter (220 volts input, 380 output)...
will the motor run at its full efficiency without decreasing torque or speed? Thanks!

This drive input is 220 volt but the output is really 380 volt? Or 3x220 volt?

Will an RMS multi meter indicate correct voltage or does one need the special and very expensive Fluke meter?

You need use the special multimeter to check the output voltage .
