And many of the big famous generals and admirals have only seen the Zerg in small scales, and when brought to the fight towards example Char one of their home planets, their Tactics and regular ways of dealing with attacks doesn't work anymore. But people like Jim Raynor, which has seen the full scale of how they work, seen the best to worst, have a whole different way of dealing with them.
Remember that Raynor is one of the few people who have been dealing with the Zerg since first encounter, and one of the few who were stranded on Char and survived. Most of all, he's one of the few remaining who once worked with Kerrigan, so he knows exactly how the Zerg and Kerrigan play on homefield.
There are more, but the bottle neck is being used for the sake of business. It doesn't only limit the potentials, but also creates hungry stomachs. Which leads to deaths, either them or other people. I don't like greed, but only if the one true God says it is... because you'll never go hungry, but instead will always be remembering the eternals debts and the responsibility to return it back to others, the good way.
This is a perfect example of a modern day Blizzard cinematic. A visual spectacle with writing so wooden and lifeless it would make prequel George Lucas cringe.
