'Stepped on' refers to drugs (usually cocaine/'blow') that've been adulterated, usually to water them down, like adding baking powder. Then to mask that, you might add a cheaper stimulant, in this case speed, AKA amphetamines. So not only did he sell a child cocaine, it was BAD cocaine mixed with amphetamines and who knows what else. Also the hat the nephew was wearing is heavily associated with primary school (grade 1-6) kids.

Double Businessman! Thanks for covering it Ian. The first and probably still best Tom Cardy song in my opinion. I remember having an real actual ROFL moment at the *incoherent cop noices* moment. The entire scenario is just so vivid and bizarre and also just an 80s movie.
I think the incoherent rambling in Businessman isn't about not being able to think of anything but about the character not having any good excuses/lies left.

There's a cultural aspect that I don't know if it tracks to America in that "high fives" are... they're not NOT a thing, but they're not a thing in a way that you would necessarily ask for one and have it given in public. It's seen as 'a bit much', because we frown on overt self-celebration. So, what the song's playing off, is that the people who think, and desperately want, it to be a thing like that get... INTENSE about it.
As an American I immediately mentally translated it to "the guy who says 'what, I don't get a hug???' to women who clearly don't want to give him a hug." The calculus of "do I reinforce this unwanted behavior and suffer or do I refuse this unwanted behavior and SUFFER" felt very similar to me, even if I hadn't seen it with high fives specifically.
