Those professions are the most important in any society, they are our present and future well-being, and they are treated with reprehensible disrespect, as though they are second-class professions.

I think they are two sides of the same coin. One is willing to ruin a mans life because of procedure. The other is willing to use a loop hole to take the law into her own hands. I think the point of writing them that way is to create character development by having them learn from one another and finding balance between the two extremes. So basically no, I don't think she is meant to be a good cop. Neither of them are. But they are learning to be better together.
I don't think it's that she is holding it over his head, she is reminding him that not following the law isn't always a bad thing. That cops have the discretion to do the right thing.

The rookies do leave, but Nolan gets involved in an argument that devolves into a mess an arrest right in front of Grey. Grey calling him out for entitlement is hypocritical because he used his authority as a Sgt to tell them to leave while off work.
