    CLIP DESCRIPTION:
The U.S. Attorney (Roger Bart) laughs in Richie's (Russell Crowe) face when he says that Frank Lucas, a black man, has moved above the Italian mafia.
    FILM DESCRIPTION:
Director Ridley Scott spins this yarn concerning a Harlem drug kingpin (Denzel Washington) who smuggles heroin into the country by hiding it in the bodies of U.S. soldiers killed during battle in Vietnam. There was a time when no one noticed reserved driver Frank Lucas (Washington), but when the criminal kingpin he was charged with transporting through the city streets suddenly dies, Lucas seizes the opportunity to build his own criminal empire. In the following months, Lucas solidifies his status as Harlem's most innovative drug dealer by delivering a product that is purer than the competitors' and cheaper, as well. When innovative businessman Lukas attempts to go semi-legit by becoming one of the Manhattan borough's biggest civil supporters, however, street-savvy outcast cop Ritchie Roberts (Russell Crowe) begins to sense a sizable shift in the hierarchy of the drug underworld. But Roberts is one of the few honest detectives operating within a corrupt system, and as he sets out to investigate the case, crooked detective Trupo (Josh Brolin) does everything in his power to compromise the integrity of his idealistic counterpart. Upon clearing all of the usual Mafia-connected suspects, Roberts begins to believe that a previously unknown black power player has come out of the woodwork to dominate the local drug trade. While Roberts and Lucas may be operating on opposite sides of the law, the one thing that both men have in common is a strict code of ethics that separates them from their opportunistic colleagues. Now, as a confrontation between the two men becomes inevitable and the fate of each becomes inexorably tied to the other, it gradually becomes apparent that only one of them will emerge from the conflict victorious.

See how the prejudice of the Attorney General couldn't allow for the possibility that a single black gangster could outdo the Mafia in the dope trade? Lucas just applied capitalist principles to a criminal activity. He cut out the middle man & made the crime more efficient & thus more profitable.

Ciaran O'Connell good point. it is also precisely why white supremacy is crumbling so quickly and entirely. the white people in positions of power refuse to acknowledge the fact that demographics change and that people who they considered beneath them mentally, socially etc. aren't capable of doing anything outside of what powerful white people consider "normal" behavior for them.

As it is true to this day, many federal investigators always think they are smarter than local police detectives because of their overrated BS federal status. It was funny how Russell Crowe's portrayal of Richie Roberts tells that federal DEA agent plain and simple to get his "head out of his ass." Because that's exactly where that federal agent's head was during that investigation. Deep down, that federal agent knew that he got owned during that discussion. And then lobs slurs at Roberts like a typical coward. Only a street smart detective such as Richie Roberts knew how Frank Lucas was transporting heroin into the US during that time. Frank Lucas wanted most investigators to believe exactly how that federal agent assumed how typical gangster business mostly went down during that period. Frank Lucas had almost everyone fooled for a very long time except for Richie Roberts and Nick Trupo, the other police detective who attempted to extort money from him.

To be FAIR to the DEA guy, they had been focusing on the Mafia for so long they would have ignored the idea of a guy like Lucas cutting them out.
This is the era of the Gambinos and Gotti families that owned all of New York. This was the Goodfella era. They owned EVERYTHING back then.
Exactly as he said 'Who the hell is Frank Lucas?' when comparing his stature to the litteral Cosa Nostra?

An extremely legend of a film, that should be known even more, and receive more credits for its dynamics. Such an amazing storyline, characters, soundtrack and led by two legendary actors, Denzel Washington and Russel Crowe who brought so much emotion, and action to it. What makes the film even greater is the many lessons and lines that are brought up, and what's even greater is how it's based on a true story. Honestly, worth watching no matter what. Had watched this on my birthday years back, and really an unforgettable film, that till this day I have never forgotten about. Don't want to spoil much, but its a must-see. 4.19.2020

I think what this scene was trying to show how the fact that an African American was above the Mafia was not only unbelievable but was also the reason why no one suspected Frank Lucas to be on top of the ladder, because, racism. He used racism in his favour. And the conflict at the end of this scene shows how lowly that officer thought of black people by saying "No ni**** has accomplished..."Now he wasn't refuting because it's unlikely to him that US war planes were used for carrying dope but it's unlikely to him that a Black person could be doing so.
