Well it’s not a basement! That’s a crawl space and yes it’s absolutely filthy. Pure laziness on the part of the builder to leave that much rubbish under the house in a area that is placed there to allow future access.
It certainly appears that building codes in Australia are quite different than in North America. As a Canadian, I’m baffled when I see all this exposed plumbing but then I remember that it’s not below zero for half the year in Oz.

I don't get the elitism from some folks in these comments. These are working folks doing the best they can with an old house, fixing what they can when it breaks. Not everyone can afford to have the contractor out for every little thing and having Ollie in to fix this for them was probably a major unplanned expense. That's not of them or Ollie, it's just how things are.
