Looks like the sound engineer collects so-called belt packs from the percussion section. The devices are small battery powered sender/receiver units and are regularly used for concerts or TV productions.
It's held annually at Horseguards during the summer and is advertised in various places including MOD websites, by the bands themselves etc. it's always at Horseguards in London although military bands do hold smaller events around the world in summer months outdoors and indoors across the year. You may also enjoy the Mountbatten Festivals in March at the Royal Albert Hall every year with the Royal Marines bands doing another great job raising money for charities as this event does.

He may be relatively new or having a bad day. He's human! Pipers are not necessarily full time musicians so won't get the same amount of practice. Some pipers also are tank crews and the like during the rest of their time. Overall the musicians of all kinds do a great job of playing and marching whilst trying to keep straight lines etc no matter how long they have been working beforehand remembering as soldiers they operate on a 25 hour basis and do other jobs like camp security etc.
How? You can't starve horses or have a catcher strapped to them. Street cleaner machinery would affect the performances even if the streets could be cleared before the bands or companies return. Even if someone goes with a shovel you need a tractor or something to pull a trailer. Yes you could have a horse and cart but that might add to the mess as well as timing issues. I'm sure any other ideas would be gratefully received but suggest that it's natural and grass mostly as an ex horse owner and military band musician.

it appears the drummer handed something to the man I don't know what but it almost seemed like part of his uniform or drum harness came off
