Maynard is definitely more of a frontman in APC. In Tool, at least in the later albums, his voice is more like an instrument, being a part of the atmosphere instead of carrying it along. If you want to hear his best vocal work, I'd check out Pushit by Tool, or the live video of The Outsider by APC.
There's also Puscifer, his other side project, where he basically just does whatever the hell he wants. Sometimes it's great, sometimes it's just weird.

Don't think anyones mentioned it in the comments yet, but this is also James Iha's (of Smashing Pumpkins) side band. He is an incredibly amazing musician who I feel like gets overlooked in APC, as Maynard and Billy Howerdel (guitarist and main song writer, the true brain child of APC) take the forefront.

The new album from TOOL, in my opinion. The vocals are missing. If you check out TOOL's early stuff. The vocals are there, all the way up to Lateralus album. 10000 days has some songs with strong vocals. But anything before that. Is exactly what your looking for, or asked about.

I loved both APC's Mer de Noms and Thirteenth Step when they came out. Both beautifully produced albums with some of the best, most drool-worthy guitar tones ever and lots of killer songs. Very different from Tool, far more alternative rock but an extremely richly textured take on the genre. Judith is an excellent song but I have several from them I like even better. Tool definitely has some vocal-centric track that show off Maynard's range and power. In fact, there's a rather infamous live version of Sober that many vocal coaches react to. For a studio track, The Pot and The Grudge are two of his best, and the former is also perhaps their grooviest, "funnest" song too. APC was never all that progressive. The closest you'll get is probably a song like The Package that has something of Tool's "slow burn build up to explosive climax," though even it's done with greater simplicity than most anything in Tool.

Maynard recorded this 2o years ago, so yeah I would expect the vocals to be a little more powerful than something he recorded last year at 55 years old. APC was the brainchild of the guitarist Billy Howerdel who used to be the guitar tech for Tool. He approached Maynard with some songs and another great band was born. Try The Outsider Live on Leno for a great Maynard vocal performance. Anything Tool before Fear Inoculum has fire vocals as well. Maynard James Keenan doesn't scream anymore for obvious reasons.

"the pot" would be a great Tool song to react too. It's more recent ( and complex than "sober" or "AEnema" it's also shorter than most of the other recommendations from 10,000 days or Lateralus.

Tool is a highly dynamic band in terms of sound. Give them another shot on a different song from a different album. I’d suggest The Patient personally, since that’s the song that finally won me over to this band, but i’d also go for Undertow, Parabol/Parabola, or H.

Vocal energy The Grudge or really any early Tool. Maynard is probably the best vocalist in rock. The new album with Pneuma comes at a time when he is trying to save as much range and power as possible (were all getting older). Grab anything from Aenima, Lateralus, 10,000 Days and you will hear the difference. The Grudge, The Patient, Jambi, 46&2. Or go back further to Sober. The live version will show you intensity, not just vocally but performance.

Yeah, age has a lot to do with it as well. He's said recently that too much screaming in his younger days has left his voice in a bad spot now. It's like listening to Robert Plant sing now and then being surprised when you go back and listen to an LZ album.
