Its because its only single "r" not the double "rr". Single "r" mean road spec, and double "rr" mean "race ready" or "road and race". ofcourse the "r" bike is tuned for daily commute, better low end torque for city road

Bro there are 2 different line ups of CBR series in Honda... Single R ( like 250R, 150R, 500R and 650R) are meant for sports touring where as the double RR ( 250 RR, 600 RR and 1000RR) are meant for racing and track purpose and are more aggressive and brutal and has lot more power especially at the top end + torque too.. So that's why CBR's 250 RR is faster than 300/500 and 600RR is faster than 650R
I think not better, Zx25R has 4 cyl and in low rpm has a suck torque. You need a long long road to reach its max speed. And the last reason, 4 cyl is much more expensive for maintenance and has much more fuel cons.
