You didn't show anything about charging the device to begin with. How do you know when it is fully charged? I've had mine plugged into my laptop (which is plugged into a wall outlet) for three hours and the blue lights line is still flashing on one end.
It’s best to charge the device with a power outlet like a phone charger box . Charging through a laptop will not charge as fast because the USB ports on a laptop is mainly used to transfer files .
They will eventually stop flashing when it's fully charged. It could be your charger also. I got mine yesterday and immediately I plugged it in to charge it and it took a while to charge but it finally charged.
What do you do w/Buick LaSabre (their owner's manual) says "do not connect to negative"; instead "connect to unpainted metal part of the engine)? Bc I can't find the negative on my battery?

You have to have X-ray vision to read the manual. Do you have to charge it before using and how long?

If you press the power button there are 4 blue lights that flash . And if all 4 are on that means it’s fully charged .

So if you look at the engine and you see a shiny piece of metal that's thick like a bolt or a bracket than that is the negative
