Dude I decided about a month ago to make my first video game a pixel game, and during my planning phase I decided that drawing pixels over reference video would be best as I can’t really animate too well by imagination. Patience is required for any form of art - you will develop more with time if you stick with it. (it being your art, this isn't a sarcastic comment)

Graphicsgale is also another choice.
And GraphicsGale became 100% free so it's even better now, but even the limited version was pretty good.
And if you're looking for something on the go, Piskel runs directly on the browser. It's a basic app, but it does it's job.

This is my favorite type of art. I'm looking for tutorials on how to do an environment using pixels. I only have Photoshop and I use Blender for 3D.
