I don't understand. You have the City police: its like the LAPD right? Then you have the LA - sherrif, then also you have state - police. How does this whole structure of policing work? Who does what tasks? In the Netherlands we just have the National Police..... and that's it.
I'm not familiar with the specifics of California law enforcement agencies but here is a general summary of how it works in a lot of states. City police are responsible for what is inside of the city limits. Normal roads, business strips and the like. You will almost never see a city police unit pulling over a car on the interstate. State police are responsible for interstate highways/freeways and can assist with any cities needs on request. County sheriffs are responsible for staffing the county jail, staffing court houses and then a variety of other 'normal' police work within that county. If you aren't aware, a state has many counties(regions) and each county has many cities inside of it. So State Police have statewide jurisdiction, County Sheriffs have county jurisdiction, and City Police have city jurisdiction. Of course there is overlap sometimes and they all work cooperatively but that is the quick rundown.

they do but it's "illegal" in the state of california. not many fire, police and ems agencies abide by it but most don't even use it.
