While we don’t have a definitive answer for this, we can infer that 1) horns were used more often than the other brass instruments in symphonic works dating back all the way to Mozart’s time, and when reductions of larger works were made for smaller ensembles, the horn voice was kept intact by its inclusion in the smaller ensemble 2) it can blend well with woodwinds while also contributing a contrasting tone color when needed
Horn is one of those oddities that does well in both the woodwind and brass families. Though technically brass, it’s voicing lends itself to be a good alto/tenor voice in a woodwind ensemble, without overpowering like a trumpet or trombone would. Also, since the sax is the baby of the woodwind family, many of your purely classical works don’t have parts for saxes, and instead call for the horn because of it’s versatility.

Well a woodwind quintet plus french horn. Not a lot of wood in french horns :). Beautiful arrangement though.
The funny thing is that a standard woodwind quintet does include a French horn!
