Or deliberate inaction, because their implementation is likely to have disastrous consequences on the West itself? I believe it is the latter. The sanctions are merely for headlines. Russia has considered every move the West can make in the financial sector and is prepared for them. Russia can't be defeated in Ukraine except by the West led by the USA openly engaging in a war with Russia. Is the West prepared to do that? I don't think Trump wants to do that and the decision of the rest of the West is irrelevant to the outcome of the war.
Yes I think you are right. The only way Ukraine can win is with NATO and American facing Russia, but even then it won’t last long as already the Europeans are afraid of Russian missiles and when they have had some drop on their major cities they won’t be keen to carry on
It is well known that sanctions are at their most effective when first applied, but gradually weaken as businesses find ways around them. Cuba a small poor island with no natural resources has had sanctions on it for 70 years, yet manages to provide free education and health service. It has trained so many doctors they regularly help around the world. Well if poor Cuba can do this why shouldn’t Russia with its vast resources not be able to survive? After all they are a well educated race, in spite of all the scoffing on how stupid they are by ignorant commentators on the internet. All these programs like this one are to convince themselves that the sanctions are working. I had a bet over a year ago with an economist who said the Russian economy was on the verge of collapse. I bet that it would still be functioning a year later that is now, he didn’t take the bet he would have lost.

Governments are keen on sanctions, corporations are not and as they are able to exert huge pressure on governments they are becoming less popular.
