Where the bomb was activated, where the palace is, and where Killua felt Netero's Nen charge up are all different locations... it was the Hunters plan to bring the King to that tomb and Killua felt his power building way before the mission started
I don't think the meaning of Netero's words are meant to be taken one way or another, the double meaning of being able to be translated as malice or evolution is very intentional, and wordplay like that is pretty common in anime. While nukes are designed with malicious intent, they do not arise out of a vacuum they would not exist without decades of scientific research and technological development that made the bombs possible in the first place. Richard Feynman who helped develop the first atomic bombs said “To every man is given the key to the gates of heaven. The same key opens the gates of hell. And so it is with science.", basically saying every discovery or innovation, anything that gives you the power to do something gives you equal access to causing suffering or causing salvation.
Another extremely common theme in anime (especially shonen) is taming the "beast inside" and using it for good; like Naruto's fox, or Ichigo's hollow. Notice how it's not about banishing the evil inside you, but subduing it, and using it. It's the archetypal story of growing up and becoming a balanced person, neither too kind, nor too cruel. I feel like Netero's last words were equal parts praise and condemnation. Humans have an unimaginably cruel side, but if we didn't, we wouldn't be on top of the food chain, and wouldn't have the luxury of showing kindness.

The Evolution/Malice thing is a fun-with-words in the manga's text, it has nothing to do with the translation. As far as the anime is concern, it can only be translated evolution.
I'm not denying the malice, I'm just saying that linguistically in japanese evoluion (進化/shinka) and malice (悪意/akui) aren't related to one another and do not share the same pronunciation/phonetics/alternate reading. In the manga the author had malice to be read/pronounce as evolution via furigana, so the anime vocally said evolution/shinka and that's what they put in the subtitles since they lost that context in the anime. The dubbers were probably aware the context of the manga and decided to go with malice.
