Notice too that the tire shop is not in a residential area, so the folks camped out there aren't in front of anybody's home either. If that were the case, the city would have gotten many more complaints about the obnoxious music blasting all night.

I feel insulted that they think playing classical music would make people want to go away. I think something like death metal or super twangy country music would be something that would make anyone want to run away.
A 5250 hold is a legal code in California that allows for the involuntary psychiatric commitment of individuals for up to 14 additional days after a 5150 hold. It is used in some psychiatric hospitals and emergency departments to describe a patient who is deemed to be a danger to themselves or others. So, the only one you interview is a guy who probably should be locked up this very minute? Maybe you should have talked to the tire shop owner about how this guy affects his business?
The hospital helped him get back on his medication. What makes you assume he ought to be locked up, given that the doctors released him? He seemed quite calm and well spoken to me.
