If he was trying to take his head off, he'd have launched high. He was obviously going for his legs/midsection, and when Flacco dropped, he got blown up. These rules don't seem to account for the fact that the guy with the ball moves too. Putting all the responsibility on defenders to make precise calculations on where/when/how to hit is asinine

There's a fine line with some of these. If you're a defender running full speed towards the QB and they throw it a split second before you hit, there's no possible way you could stop. It's out of your control. I miss watching football 20 years ago when every game had great hits and the refs let them keep playing.
I think the title "NFL History" needs to change to "since 2010." There were a LOT more dirty hits before the 2010's. They used to play a LOT more physical back then

I'm sorry, I don't find these hits on sliding QB's in the video to be that egregious. You're playing at full speed, everything's moving 100 mph, you're trained to hit the guy carrying the football. You can't expect these guys in live action to switch off their defensive instincts in an instant, it's unrealistic and frankly naive to expect that to happen in what's supposed to be a contact sport.
The problem is the clear aiming for the head. You can see in most of these that defenders make no attempt to go for the body, they go shoulder first into heads.
If you’re a QB and going to slide. Slide sooner. Shouldn’t be a penalty when the defender has 1 step or less distance to deliver a hit. A lot of these a quarterbacks knee hasn’t even hit the ground yet and they still get a penalty call
