The addition of wheat flour is new to me for this recipe. As Anita said it acts as a binding agent to the halwa. This also will give a nice texture to the halwa. This is a nice tip.

hi chitra mam, Your receipes are good and yum 😋.I usually make ashoka halwa by soaking for 2 hours and grinding and saute in non stick pan with less ghee and some water.untill the raw smell goes then add milk and sugar,add cardomon and nuts.it comes a nice texture not like a thick paste.probably you can give a try like that.
