I do think the suspect is Crowley himself
Hear me out
At the beginning of chapter 6 when grim went missing when was at ramshackle he asked us to stay and asked deuce and ace to go back to their dorm and was mumbling to himself ( they could mobilize any second)
He knew they were coming even idia himself didn't know
After grim was captured by the shrouds when he talk to us in the phone he said " I think I wil have third party involved"
Why he did that aren't he afraid it would ruin school reputation
He probably thought everyone will forget about it
And the reason that he did that
Because he is the one staging the overblot
If you think about it from book 1 he was indirectly the reason each one of them overbloted
Book 1 he suggested a duel even though he knows we are gonna lose , instead of just asking riddle to remove the collar
Book 2 he suggested putting malleus in the Hall of fame fueling leona jealousy
Book 3 he put us in the charge of stopping azul instead of stopping him himself
Book 4 he left us alone and left a whole dorm on campus
Book 5 he suggested staying at ramshackle instead of pomefiore

That's fair. My only thing is that Crowley is clearly doing SOMETHING on campus and it's been shown a couple times that he doesn't want ANYONE snooping on campus so I don't think he could have done it. I do think it would be IC for him to be playing like 7D chess and trying to divert attention by grabbing attention, I think this specifically would be way too big of a risk for him since it'd get the whole government involved.

I don't think he's staging/causing the OB events. he doesn't know what the mental states of his students are so he can't know what random things will set off the worst possible mental break-down. absurd wall of text getting into details below:
he's not looking in to dorm politics so he wouldn't know things like how riddle was being over-controlling and extra strict or how there was tension in scarabia regarding the warden and vice positions, leona's probably been grumpy almost every time crowley has been nearby so he wouldn't be able to realize that leona's actually pissed about malleus. there's probably been a lot of student in the past that would stay behind during the winter break [remember the octatrio's reasoning for it?] so if it just so happens to be the entire dorm then who is he to argue? as for azul's scheme and the VDC he actually had pretty good reasoning. it's a school that's already predisposed to isolationist and self-centered mindsets so punishing someone for offering "honest" help could make that even worse, while ramshackle is the closest thing to a no-man's land at the school [that's even half-way capable of housing students]. add on to this the common theory that crowley is some kind of old fey and you get someone who doesn't know how most of his students think due to 1; not being the same species [we've seen the dissonance between lillia and silver or malleus and... everyone] and 2; likely being even older then lillia, if not of a comparable age and the only reason lillia manages to come across as not outright ancient to some people is because he's spent a lot of time directly interacting with the current generation and actively trying to understand them, rather then dealing with constantly changing paper-work and needing to not seem too invested [lest others get jealous of the 'special treatment' even if it's not remotely that]

While I do believe that Ambrose is the culprit, I don't believe it's for benevolent reasons. With how incompetent Crowley is, it's possible that he's trying to convince Yuu to ask 𝐡𝐢𝐦 to help them find a way home since, on paper, RSA is full of good-natured and humble students.

At first, I thought the Bird Man Crowley was the one behind this, as he's clearly the most suspicious person out there. BUT then I went back to chapter 6 ending and I found out that CROWLEY was ACTUALLY KIDNAPPED BY STYX AND TAKEN TO THE COURT OF LAND OF DAWNING. He looked clearly pissed of like this, as he was ranting about that to Yuu and Grim. He's irresponsible, but not dumb. He knew that if he would report such thing, even anonymously, he will have consequences as the head of the school and the investigation may actually point out all of his weird actions.
So, the Crowley falls outta list.
As you say, Ambrose has clearly the greatest motives, however, I think it may actually be a student.
For example, some students could start to freak out about their own safety, for example those of Scarabia who were directly affected by Jamil. I personally would freak out, if I saw the ones that have some sort of power over me going crazy like that, and shit being done about this. And the students could think that if they won't do this anonymously, the housewardens *cough* especially Riddle *cough* /teachers could get to know about it and bring consequences of endangering the school's reputation. So, maybe the student body?

The comment section has a lot of good points. I'm on the fence about this, but I have 2 main suspects:
Ambrose- As many have pointed out, we don't know much about him & he has malicious motives. But another personal theory of mine is that Ambrose is the one who summoned Us to TWST, since the Alice legends are associated with his school. But something went wrong & We ended up in NRC. Which would explain why the Dark Mirror couldn't send Us back. He might be poking around trying to find Us. I don't have a lot of proof for this theory, so I wouldn't bet on it too much.
Or another Student- The tipper might have been someone we're yet to meet. Since everyone's moving onto the next grade, we'll be introduced to new characters. It's possible that one of them is the culprit. Note that there are empty slots in the lesson feature. Yes, it's 'cause Heartslabyul has more students, so the design is altered accordingly, but it could also mean new characters.

With lack of information about how RSA works, Ambrose is the likely suspect. However, if true then it’s both to protect his own school’s reputation while painting NRC in a bad light and to hide something more malicious behind the overblots. I’m from a high school that had all the kids in a single district with a thousand students, so we didn’t really have rivals.
If false and Ambrose is just a red herring, then it must be one of the NRC students, my call is our own Ace. Although he wasn’t there for Jamil’s overblot, MC did text him and Deuce that they and Grim were trapped in Scarabia against their will. But he was there at all the others up to Book 6 when the whistleblower warned the government. And of all the NRC boys, we know the littlest of Ace’s background besides his family time and ex-girlfriend.
Something that bugged me since Book 2 is Ace doesn’t speak up about the blot forming in his pen. We see Deuce and Grim react, but not him. Even MC asks about how to get rid of it, but all Ace comments on is how his grandma warned him to not use too much magic as a kid. And then in Book 3, he offers Azul his wind magic for the study guide. This one will be a stretch as Azul took someone’s water magic as collateral in the same book, but Crowley said in the previous book that neither he, Deuce or Grim should produce a lot of blot because their magic is on the lower end so why is Ace’s wind magic especially powerful?
I could be overthinking it and letting my own headcanon take over, but Ace is hiding a LOT more than Crowley at this point in the story.

I honestly wouldn't be surprised if Crowley was the one who tipped off Styx since he was being suspicious, so I think it was Crowley, but it might be someone else and I could be wrong, but for now, I'm guessing Crowley did it.

with out going into too much detail or a huge theory I have. I think it was Crowley.
Why do I think this? Well before the chapter started WAY before that Idia in history lessons in game will not be happy to see Crowley and is looking up overblots in class if you read his diolog during the lessons.
I think Crowely know what Idia was trying to do since he wasn't really quite about it, and knew Idia was looking to pin something on him so took this chance to prove nothing is going on with him by being a anonymous caller to get Idia off his tail. And since he did make a huge deal out of it then no one would suspect him even more out of it, and after it was all said and done he got so much off him too. Like YOOOO! It has to be him right?

Now that I've seen this it makes sense that Ambrose would do this BUT hear me out. Crowley knows about the overblots so maybe off screen (in the game) he had a chat with Ambrose but he was hoping it'd be a secret between the two. I haven't gotten to chapter 6 yet but seeing some of the gameplay at the beginning, Crowley was a bit shocked about what was happening. So maybe Ambrose did sell him out that NRC had many overblots but still remained anonymous so that Crowley wouldn't find out and maybe (possibly) slowly ruin NRC's reputation because NRC and RSA are rivals when it comes to certain things (sports, possibly studies, etc.)
