The Navy has a bad habit of blaming sailors for major issues like this. Look back at the Iowa disaster that killed 72 men. They blamed Clayton Hartwig who was working in the 16 inch gun, and claimed he created the explosion. Ridiculous. In fact that gun was a disaster waiting to happen. Read the book or see the movie “A Glimpse of Hell” and you’ll see what I’m talking about. the Navy nor the FBI would back down from their ridiculous claims.
Brass who don't have advance engineering degree from the United States tend to be like that in the military. You know the one who use leadership as excuse...when they don't do leadership by example by having an STEM Degree.

The CPO that was the OOD that day didn't do anything when he was alerted that there was smoke. The gear lockers were in a horrid state as well. It doesnt matter what the cause was, the ship was doomed if any fire broke out while it was in port.

I had a chief, a good man who was in charge of us, in his young career had a bogus charge against him in either the late fifties or early sixties and got two years hard labor, was to be discharged after sentence served but the navy decided not to and sent him to the fleet. Of course word proceeded him and he got the crap from everyone and treaded horrible. He said he did only the best he could and kept his nose clean and one day they needed him in the worse way. After that he got some respect and made a career out of it. He hung out with is men at work and liberty and had nothing but the most respect from all of us.

WTF. The whole shipboard chain of command needs dealt with. How do you not have enough sailors onboard to dave the ship. I was stationed on a carrier and we ALWAYS had plenty of guys. Every sailor on that boat should be ashamed. Save the boat before you save yourself.
Time and time again the navy does the same thing, some accident/error will happen and they immediately point at a sailor (often the deceased victims that cant defend themselves) to cover up the incompetence of their officers or worse yet the admirals/navy itself. They should be investigating the prosecutors as to why they continued this when an internal inquiry and a judge had already said there was not enough evidence to pursue that case. Shame on them

And the system of who's responsible while under maintenance needs to Be NAILED DOWN. That fire should NEVER have been allowed to progress that fare. No water supply to fight fires on pier 2,( unforgiveable)? Fire mains shut down ( rediculous)!!!! Using a below deck spaces as a garbage dump, ( f'ing shameful!!) NAVY, TIGHTEN UP YOUR SHOT GROUP OR FUCKING RETIRE TO THE HOUSE!!!

i would agree that the navy likes to throw its sailors under the bus, army too. But keep in mind, just because the prosecutors messed up the case and it was purely circumstantial, there is still a chance he's guilty and very lucky
