- Place a graphic on the first page of all the parts and the score in Sibelius. This is technically a hack, and is unsupported and undocumented, so your results may vary. Thanks to Jeremy Hughes for discovering this.
PS - While you cannot 'move' the graphic/text box, you can effectively move it by resizing corners/sides in any direction.
I've found that you can move it by opening the inspector panel. Select the image, then use the X/Y values.

I can do this no problem but the thing I really want to get around is simply being able to import a graphic that isn't reliant on having to create an instrument in order to attach it. I just want to import tif's onto a blank page. Tried many things but haven't found the answer yet, that is if there is one?

Hey great work! Works for me in Sibelius Ultimate 2021.9. And what's even better, it works with a Boxed Text (Blank Page) as well.
This worked, but ended up being unusable because it split the multimeasure rest between the end of the first bar and the measures that followed. A 6-bar rest shown as one lone bar followed by a 5-bar multimeasure rest isn't good enough for me. Workaround: make pdfs in Sib as usual (but leave space for your graphic), then pull the pdfs into Adobe Illustrator & add the graphic there.
It didn't work for me - Its a shame that a programme as highly regarded as Sibelius has such a basic flaw in that you can't just simply insert a graphic and define where it does and doesn't appear

Doesn't work for me either! If It works for the score, the graphic appears where I put it. (In the top right corner) when I go to the parts, it's above and to the right of the top right corner, so I can't move it and it breaks multi-measure rests....
I set it up in page view (score). The page size and margin measurements of each part must be the same for the graphic to position correctly on each part. In Sibelius Ultimate 2023.8 it's not breaking multi-measure rests. So far, so good.
