A lot of the homes don't look to be safe to live in, especially the ones built into the hillside. But, apparently, they are, I'm sure they've survived a few earthquakes.
That's a great question. the homes up here are footed in a foundation that is anchored 12 feet under the surface. That is how the houses are able to withstand the ground shaking.
