The expression 以本国物产为基本原料 uses the construction 以...为... I have seen this construction before, and found it quite difficult to comprehend. I finally figured out it could be similar to using 把...当作... So perhaps the expression could also be stated as: 把本国物产当作基本原料 I think 以...为... is used in certain standard constructions, such as: 鸟以蠕虫为食 "birds feed on worms" or just "birds eat worms"
I like your examples & I think you figured out how to use it correctly. In English there might be no difference, but just to try and separate these two, I’d say that: 以.. 为.. means (to think of/ to use A as B) while 把.. 当作.. means (to treat A as B). Thanks a lot for your comment and 端午节快乐 🐲♥️
