Perry claims to have suffered some kind of brain damage from a car accident when he was young, but sometimes it just seems like he is a highly functional (outdated term, I know) autistic man. A common thing among Chris-chan, KingCobra, my own austistic brother and some of my autistic friends is to latch onto certain media products and try to adopt or enforce them in real life. For example, my brother latched onto Johnny Depp and his Captain Jack, and wears a lot of dangly extra bits of decoration (which doesnt help when youre already awkward in social settings), or they might quote movies or shows when out of context and likely inappropriate unless you understand that persons relationship to the reference (Chris-chans "Random-Access-Humor". Even the "Random-Access" part doesn't make sense unless you understand what RAM is and know Chris did some computer science courses around the time he came up with this phrase). Obviously Perry latched onto Sam Kinison (cries when talking about how people loved him back in the day), and everything from his comedic subjects, to his scream, to his frumpy style is directly lifted from Kinison. Perry doesn't naturally scream like that, Kinison did, and Perry wants people to love him like they loved Kinison, its totally something he has trained himself to do. Perry also makes clearly inappropriate jokes and references, but lacks the malice to mean them inappropriately (just listen to him talk when a women is in the room, vs his actual shrinking violet personality); something is wrong with how he communicates. Perry never seems to expect rules to apply to him (those rants are getting real close to a Hogan style career suicide), and when someone does tell him a rule, he never grapples with the rationale behind the rule, only if he is guilty of breaking the rule or not. Thus Don being able to put him in endlessly escalating scenarios with outrageous rules (Perry can never stop a scene or talk disrespectfully like Don does), and Perry continuing to be the one going down the path Don sets for him, because he never sits down and really thinks; why IS the red bat even there? I would say he is a narcissist except for how incompetent he is and that he is willing to accept self-degradation. Something is certainly not right with ol' Scaremaster, but damn if he doesn't stay just functional enough for me to keep ribbing on him.

See, since Mole had always left the room to voice JQA live, Perry was able to see the logic in Mole being JQA when someone told him. HOWEVER, Don and Mole correctly predicted how naïve Perry could be, because by simply recording Mole doing JQA, then playing that recording with Mole in the room seemingly interacting with the JQA recording, (the recording has planned interactions with Don and Mole, and some amazingly predicted interactions with Perry) Perry was totally convinced JQA and Mole were different people again. Infact he has been convinced the JQA will frequently kidnap and grape people around Perry, including his manager Tomb B. (multiple times) and Mole himself. Mole even made an appearance during one of his kidnapped-by-JQA episodes as an older cop on the case of Mole's disappearance, and Perry never once seems to realize its Mole. He even slips up with the voice once or twice imo. The actor behind Mole even made an appearance in completely regular attire, voice, and attitude, claiming to be a totally sober Mole. Of course he then takes drugs, and becomes an even more uncouth and obnoxious Mole. Perry buys the whole thing.
Do I think it's morally wrong to mess with somebody with a legitimate mental problem, or whatever's wrong with Perry? Yes. Will I watch anything 'Windy City Heat'-related and laugh harder than I've ever laughed at anything ever? Yes
