One of the deliberate design decisions for TF1 was to draw parallels between the frontier war and the American revolution, with the IMC sporting British accents and the Militia taking on American ones. This is again reflected in Titanfall 2's campaign but in multiplayer they reuse the same lines from both factions for each sides' grunts, even in bounty hunt where only the IMC appears. I'm pretty sure grunts even switch voices mid-fight. Pretty jarring, considering they got this right in Titanfall 1. Guess they didn't have enough generic lines for grunts for each faction.
It could be due to storage issues. There's a lot of lines of dialogue in the single player alone, plus all the other stuff in Frontier Defense. Tons of assets like various Titans and Pilots, as well as many other stuff. Also, there was the whole faction thing that you can pick from the menu, which might have something to do with it. If you're in a party with someone, you can be apart of the 64 but they could be an Apex Predator, yet you're fighting on the same team. My guess is it's a mix of they didn't have enough lines of dialogue and they didn't want there to be some weird conflictions where you're IMC pilots but you have a teammates with Militia voice lines.

As much as I love these voices lines and character designs, I really wish the grunts in this game were more varied. As is, they’re all so similar to each other that it’s difficult to differentiate them. At least they all have a fun accent, but it would’ve been nice to get more variance, especially since practically every other demographic in the Titanfall universe is more realistically diverse.
I assume it's this way since they were two properly distinct in the 1st game as a base, while they probably ended up the same for both sides when they made AI with bounty hunt in mind
well, according to lore, when Vice Admiral Graves and a large contingent of IMC troops defected to the Militia, a bunch aussie/british sounding grunts are part of the ground forces for the Militia. that could convieniantly explain why some sound like IMC Grunts when they're Militia. Fuck the militia, though. the IMC aren't really good guys, either, but at least they're well-funded and more professionally organized. Plus, from what I've gathered, the IMC doesn't really have much room to accomodate humane handling of resistance. back in the Core systems, everything is getting worse and worse. it's more of a twisted game of survival than anything else, really. The Militia want to keep their homes and freedom while the IMC is trying desperately to fix the crisis (even if it's mostly for corporate purposes, which sucks) back on their turf
Their not useless it’s just their like the regular army and pilots are like navy seals so obviously their gonna e fodder to us but their really important in the strategic viewpoint

yes, they just have to label them for some reason. Actually a good chunk of the campaign lines are labeled incorrectly.
