I get you. The closest you’ll get to $500 that is remotely worth anything is Security+, unless you have 5 years in an IT / Security role, in which case go for the CISSP. For ethical hacking, OSCP is the gold standard and holds high job security, but is $1600 at a minimum and not for beginners. I’ll be making a video on this to provide more clarification, hopefully this helps you somewhat.
