I'm glad you're having fun playing your homebrew d&d and making videos.
This item is absolutely stronger than a Flame Tongue or even a Holy Avenger. If what you were going for was a bow that turns any peasant into a god of archery it fair to say you nailed it. To start with a +3 bonus with +2 dex up to 24 max is arguably better than a Holy Avenger. Adding an extra 3d6 damage on top of that is wild. The range on the longbow is the best in the game giving it damage on par with a high tier melee weapon is very spicy and even higher is a little crazy.
An ability that adds constant advantage is god tier. You're telling me that if my target is 600ft away under 3/4 cover and I'm poisoned I can still make a volley of normal attack rolls against them? If I'm blind or they're invisible and they're within 600ft I still know where they are and can make normal attacks against them. If a player has the sharpshooter feat this feature would make the gods weep as you fling wooden nukes across the battlefield. Advantage on normal attacks within 600ft which ignore cover with an attack bonus of likely at least +9 and damage of 1d8+3d6+18 (33). Yeah that's a good bow.
The trade off of blindness when you're more than 10ft away from it is kind of kid's stuff. If my players had a bow like this they'd bathe with it and rub up against it at night. I might make an item like this come with a curse that compels the user to hunt things outside of their control, creeping into their consciousness and changing them into a divine avatar of the hunter. Or maybe -4 con.
I hope this item was fun in your game and in the end that's all that matters. Keep making new items and playing homebrew I think it's the way d&d should be played.

Also this weapon is a +4 or +5 weapon that also is stronger than a holy avenger. Just get blind fighting and archery fighting styles (can be achieved by 3rd level) along with elven accuracy (can be achieved by 5th level using this build) and take gloomstalker (can be achieved by 4th level) and you have effectively a +11 weapon by level 5.

Highest bounty does not matter when you can kill everything

Yes 3d6 is too much as both weapons you compared it to are melee and thus have an inherent risk to them as you are within melee range of the enemy to use them and you cant really leave without pp attack. This weapon does not have that
