It's a shame we're back to grass and greens again shortly after you released this.
Anyways this works again because of the season change, the intersection going from gas station down to the pier, you can hide between the guard railing into the bushes. This was my go to spot during old punisher part 4

isnt the obvious place to go for this quest just lighthouse, you can kill someone within 60 seconds of spawning in i finished this quest in like 6 raids lol
