As far as I know, there is still no law that prescribes the maximum length of TH-cam videos worldwide ... a video is just as long as the content requires and the decision about this lies solely with the channel operator or content creator ... if a video is too long for some people for whatever reason or if someone can't concentrate on longer content, for whatever reason either, they shouldn't watch it, just ignore it, but don't blame the content creators, they can't do anything about other peoples problems.
