Yes Proctor results required to achieve 95% compaction.. You can also calculate the weight for 95% density.. We know that Density=mass/volume Then Mass=density*volume

You said before CBR must perform Proctor test to get OMC But if the sample Non-Cohesive then?
We can use Relative density apparatus and achieve max density then perform unsoked CBR test.
