A massive traffic jam has started on Interstate 17 northbound for construction

Northbound Interstate 17 in Phoenix was reduced to one lane, causing huge problems for people trying to enjoy a weekend in the High Country.

For the love of God, why narrow it to one lane instead of just closing down the whole stretch???? At least traffic would be moving instead of bottle-necking into nearly non-moving bottleneck. ADOT been making some head-scratching moves here lately. The 511 traffic map has accidents on it for weeks at a time that won't be removed until 2039!!?!!
