The game did end there but it was formally agreed that in the future, those kinds of situations where axis have control of the USSR and UK, would be considered an axis victory in the future, to prevent situations where basically the US and the remnants of the allies keeps fighting out a draw hoping the other side leaves and loses
I don't understand why the axis can't leverage their factories to overwhelm the remaining Allies. Although the loss of Japan does cut out a large measure of Pacific resources like chromium for modern tanks...

If the U.S Refuses to stop playing, despite Britain, France, and the USSR dying, the game technically doesn't end. Which means Germany needs to build a Navy large enough to invade America, which will A: Never happen or B: Take literal in game years of Naval warfare. Germany would need years to build a fleet, all the while the U.S will continue to build it's own, and then Germany would have to also beat the U.S fleet. So it becomes basically a staring match, since America can't hope to liberate Europe from the Axis, but the Axis technically can't invade America.
For anyone confused at the ending: basically I just took the L for the game, even though I basically won, so we don't keep this precedent going where the allies can drag out the game when they've lost everything in Europe.
