Actually, the caisson is filled with a bit more water to make it heavier for the downward journey, less going up. It is a well designed system with sliding concrete counterweights requiring only a 37 hp motor. The best part, the trip both ways is free to all boaters.
And interestingly the tank remains same weight whatever number of boats it carries, because a boat's weight equals to the weight of water which it replaced (which makes a boat afloat).
It has been mooted for some time to rebuild the Foxton Inclined Plane boat lift which operated between 1900 and 1911 along side the ten locks, the original Inclined Plane failed due to the materials used in its construction breaking under the weight of the two caissons.
