Actually Ikuhara Kunuhiko (the anime director) created the story. He brought Saito Chiho on board to write the manga. Ikuhara said he intended for them to be a couple, but Saito objected. Later, after seing the movie, Saito apologized to Ikuhara saying she "missed the point" entirely." So yes, Virginia, Utena and Anthy are and were always intended to be a couple by the series creator. Maybe Saito was worried the characters would end up being presented as fanservice and end up fetishised like so many other gay characters are in anime. But Kunihiko presents Utena's and Anthy's characters and their relationship in a very pure and tasteful way. He treats them like people rather than as stereotypical yuri characters.

I love how for the first half of the scene, Utena the Prince and Anthy the Bride are shown upside down, just reflections of the dancing schoolgirls. But then after the roses fall, the world turns, and the Prince and Bride are right side up. They are real, and the others are the reflection. This is who Utena and Anthy truly are and want to be. They revolutionized the world.
This scene is what big screen TVs were made for. The BEST romantic scene in all of Utena, I think. And you can bet your bottom buck I rewound it and turned myself upside down. Wonderful job with the quality of this vid, BTW! I was surprised to see this quality on TH-cam.
