Intoduction to Annex 1, Causes of oil pollution, Effects of oil pollution, Special Areas, Discharge criteria, Oil Record Book, SOPEP, IOPPC are all explained in detail in this video.
The affirmed objective of MARPOL Annex 1, which entered into force on 2nd October 1983, is to protect the marine environment through the complete elimination of pollution by oil and other damaging elements and to lessen the chances of accidental discharge of any such elements.

How do you understand 1/30000 of total quantoty of the cargo? Total cargo means all oil before doscharching?

Regarding special areas. There was mensioned Antarctic area of souther hemisphere. Are you sure that Arctic area of nothern hemisphere is not a special area?
As per what we are taught antarctic region falls under special area but Arctic doesn't. Don't know the reason for the same

Not right! Marpol annex 1 14.7 regulate that:
Discharge oil from machinery in special area's allowed ONLY:
✓ Oil filtering equipment with ALARM and Auto STOP.
All ships which is more than 10,000 GRT is equipped with that equipment.
Please, do not confuse people and made amendment's, all other in good manner and easy to understand.
