On first page of online permit form you need to put your arrival date in Leh. On next page you need to enter beginning date of journey which can only be 2 days or later after your arrival in Leh. Govt wants that every person stays in 2 days in Leh and then only proceed to higher areas like Nubra, Pangong etc. Example: If you reach Leh on 11 Aug then you stay in Leh on 11th & 12th. Your permit start date will be from 13th August or later. Tips: Carry your Leh boarding pass along with travel permit if coming by flight. Also carry printout of permit, it will be helpful in case your mobile internet does not work. Outside state prepaid sim don't work in Leh/Ladakh. Either buy prepaid sim in Leh or bring pospaid sim of Airtel/Jio/BSNL from your hometown.
