It's jazz, in the fifties and sixties, people that liked jazz had a certain dress code. At least in my native country Denmark. You were cordoroy pants, dark colours, or brown, oversized sweaters, or black turleneck with black jeans. Colors should definitely be dark or muted, beige, gray, olive green. No pinks, yellow etc.

This is harder to understand without the context of 1980’s punk - the NY punk scene had several experimental sax heavy bands that Fear is making fun of here, with their wandering sax and “NY’s alright if you like saxophones” sneer. They’re looking to start a fight.
