What do you mean by countries that don't have a "national metro system"? Almost all metro systems are city based, though they may be nationally owned. In Australia, the Sydney metro opened in 2019. It has 1 line open with two more under construction. In Canada, the Toronto Subway has been in operation since 1954, and it has 3 lines. The Montreal Metro has been operating since 1966 and it has 4 lines. In Brazil there are metro systems in 8 different cities, with the biggest in Rio de Janeiro with 10 lines, and São Paulo with 13 lines, having opened in 1979 and 1974 respectively. I don't know how you can say any of these countries don't have a national rail system.

Current traveling time takes hours and the RTS takes 5 mins. This is not an apple-to-apple comparison. Current travel can take 20 mins including CIQ clearance on the best days, RTS 5 minutes does not include CIQ clearance. The comparison is cheap drama.
