I am not sure its fair to insult Olive Oyle by comparing her to Meghan Markle. Not familiar with the specifics here, but if your neighbour is an older person, it might be wise to just talk to him/her, and ask why he 'needs' to go via your path. Try resolve it without the police, if possible 👍
