It doesnt spin because theres a little barcode scanner in front of the laser lens. It checks for the existence of part of the barcode contained inside the Burst Cutting Area on gamecube discs. If non is found it wont even bother spinning the disc to read it. And will behave like you inserted no disc at all. On un-modded gamecubes at least.
