Sadly drinking heavy and over touring due to management and trying to please the general public basically destroyed his voice. The AJFA tour it wasnt long and over stretched. But the black album brought the main stream issue where the management wanted money signs. And the black album tour went on way to long destroying James voice. And remember Metallica never grieved over Cliff, so heavy drinking and over touring pushed James to self destruction almost.

He also took singing lessons after he blew his voice out so he was able to sing in really low registers and softer like in The Unforgiven and Nothing Else Matters. Four years of touring and singing like that and drinking every night took it's toll on his voice. If you watch some videos from late '93 and early '94 you can see he is tired and still trying to sing like he did in '91 but can't so he is singing closer to his current voice.

IMO there’s two main reasons: One - The death of Cliff Burton; afterwards James drank way too much, it eventually made his voice lower. Two - Bob Rock pushed him to be a “proper” vocalist. James ended up blowing out his voice on “So what” and taking vocal lessons afterwards.
