This circuit is not sufficient for your requirement. For audio, low pass filtering, cut-off frequency should be very low around 200 Hz and it should be connected before the power amplifier stage.

This is a high frequency LC oscillator you can't make 60hz by using this circuit, instead use low frequency RC oscillators for making such low frequency waves. You can make square wave oscillator with 60hz by using 555 IC

Can i just follow the circuit diagram instead of using IFT will the circuit work
IFT is a simple device for constructing RF Circuits. It is a simple device, easy to tune etc. If you don't have an IFT you can use inductor and capacitor to make this circuit. But the selection of such components should be done as per the tuning frequency requirement of your circuit.
LC oscillators are high frequency oscillators, so first select inductors which are available in the market then go for capacitor by applying frequency and inductance value in the appropriate formulas

IFT is not readily available in the market, but you can make an IFT by using a ferrite core, copper wire and a capacitor.

DSO basics to advance video please
Instead of 47k we can use 10k
47k pot is used to adjust the gain of this circuit. Basically RC phase shift oscillators' attenuation is 1/29 so the gain of amplifier circuit should be more than 29, you can replace 47k pot with 10k only if the amplifier circuit is capable of providing a gain of 29 with your new circuit variables.

The input waveform is seen in cro by connecting to pin 2 or 3?
You can see the output waveform on CRO by connecting pin No 6. Input to Opamp is pin no 2, here Opamp works as an inverting amplifier, pin no 3 already connected to ground.

This is a low pass Filter. It will pass DC and signals with frequencies less than the desired cut off frequency.
