Hartley oscillator is an LC oscillator. It has LC tank circuit for frequency selection. LC oscillators are preferred for higher frequencies.

Capacitor positive terminal to the junction where cathode of two diodes meets. And negative to junction where both anode meets.
Which wire is connected with the ground of blue colour???
Yellow wire is the ground of dual power supply connected at Bottom of breadboard & blue wire is the ground of DSO probe. Both are connected together.
Listen buddy can I use this same circuit in pcb means same connections it will na ??? Because in breadboard it's really working I have tried can I use this same in pcb or not ???
Breadboard is used only for experimental purposes. Once you get the right result, you can assemble it on a pcb without any worries. This circuit works correctly. Hence, you can assemble it on a pcb, but don't make any changes while assembling.

This is an inverting op-amp integrator circuit, so the input is applied to pin no 2. If you are designing a non-inverting integrator you can choose pin 3 instead of pin 2, but the entire circuit will change and gain equation also will change.
Sir if VCC is not 12V then what happened
VCE will be 50% of VCC, VRC 40%, VRE 10%. You can choose Vcc according to your circuit. Amplifier load line and output swing, etc, will change in accordance with the applied Vcc

why there's no phase difference?
When you observe the output, you can see a small phase shift. Here only one capacitor is used hence phase shift will be small.
