Actually Arusha is regarded as the sharp region and you see it slow.. i will visit Kenya to feel this Kenyan speed all of you are talking about.
Welcome to Nairobi, Kenya...yes yes, I'm sure most Kenyans who have visited Arusha will confirm that Arusha life is a bit slow.
The uber/bolt drivers requesting more pay are just taking advantage of foreigners. Thats not normal. Next time you should just request another one.
