BS. Only plastic generals inspect troops on a vehicle. This is a soldier who only learned how to march days after his guerilla army took over power. He did proper matching for a few years after that, and eventually gave up trying -- and started these Mickey Mouse inspections.
Anha "professionalise" the forces; lol. This is the biggest joke in Uganda's military history.
