All of these practices of not helping people stem from political bulwarks. On the other hand, there aren't really that many different forms of government out there. Monarchy's (absolute, constitutional, mixed), oligarchy's, republics, democracies, communism, socialism, fiefdoms, dictatorships. That's about it. And a lot of them are mixed in some capacity. Unless there is some form of political revolution, I doubt we'll see anymore than those. But it is possible.
