When I watched it, I felt that it heavily implied the authorities only declared the men had drowned because they didn't want to invest the resources the search would entail on a slim chance of finding them. Also, the Mythbusters determined that it was very possible that the three prisoners had made it to shore safely.
Most disturbing film I've ever seen? Sinister. As a movie buff of 40+ years by the time this arrived I thought I was beyond being caught off guard to that level by then. But the lighting, cinematography, directing and incredibly strange music score combine to make a film so seeped in atmosphere that it has you on edge from the very opening until the end credits roll
For most disturbing movie I'd have to vote for Audition (1999), I Saw the Devil (2010) (Hell, a lot of asian horror/thrillers are disturbing af), or Sublime (2007). The first two are obvious enough with the absolutely grisly events, while Sublime adds just that extra little frisson of gah! through touching on a subject that is very near to everyday life... a hospital procedure gone horribly wrong. Grim.

Movie buff for about the same amount of time and I would say mine would be The Conjuring.
