If you count Helsinki’s neighbouring cities of Espoo and Vantaa the total population is 1.2 million. These cities share the Same services (including HSL) so it’s basically one bigger city. Proposals for the cities’ unification are brought up from time to time.

we in budapest had the same on metro line m3 but sadly they are all new now.
