A Techno scene already existed. But it was another definition of Techno. More of a New Wave/SynthPop/EBM/Post-Industrial definition. That thing that came out of Detroit was primarily a child of House music.

naw you can take Kraftwerk out of the picture entirely, and Juan Atkins and Detroit techno would still be around. I know, because I worked with these guys and their influences go way further than Kraftwerk.
A lot of Juan's tracks have an almost jazz/funk bent.. he was the only guy I felt that from getting into techno in the early 90s.. I've heard these days his shows are a joke though, he's mostly totally stoned and fell off completely.. sad to hear.
I (or we) owe this guy a lot for his contributions in music.
