If I had Compulsion like in Vampire Diaries, that would help too, for another example. But in Charmedverse, witches can't cause the elders won't allow it no matter what. Even though it would only b helping to serve justice, and not vengeance. Justice. By the elder's rules, if there's no magic involved, witches can't give any sort of aid. Maybe that's why when Paige made Darrel super strong in s6 he couldn't control it. Not consequence of personal gain, they said *NO*.
