If the Vulgar fraction is a fraction whose denominator is a whole number other than 10,100,1000,etc.,then proper and improper fractions are also a part of the vulgar fraction.Aren't they?
Yes a proper fraction is also a vulgar fraction but note every vulgar fraction is a proper fraction. Cause whole numbers don't contains negative integers.
